The rings color is just based on the bulb. They're not lux, they're racing dash at 7000k . But if you want blue then you want >6500k.

buying parts for your car when your budget is tight is so stressful, i dont want to order from the states because shipping is really expensive and i dunno if the companies jack up the price..

The lights in the picture are both aftermarket bulbs. They changed the D1S and the H8 angel eyes bulb. So if you want the same setup you would need to change both as well. If you just want blue angel eyes, then research and shop around for H8 bulbs that are >7000k. GP thunders are garbage. A lot of aftermarket lights are dim though, especially during the day. Its the obsolete design, not much you can do about that besides go OSS.

If your budget is tight for even lights, then you probably bought the wrong car. You shoulda went for the California instead . The shipping cost shouldnt be too much, especially for lights. And if you've done your research, then you should know whats a fair price for anything.

Um there are HID options. Sorry I didnt mention it. I was just comparing the lux and gp thunder etc equivalents, as I never looked into HID. I just went straight for OSS. And tbh the HID angels from far away at night just look like bright lights, it totally drowns out the angel eye rings, which I hate. But to each their own. People just gotta search..
