What do I need?
SO here is my question, going to install lowering springs. I have read to purchase some e36 bump stops and a modified top hat? Is this correct? and where can I purchase the modified top hat?

You don't need either, but having both will get you back to how much travel you had OEM.
The e36 bump stops I got from Tisher, I imagine you can do the same with the top hat. As far as I know, only Dinan sells the modified top hats, and not separately, so just buy the top hat and have a machine shop shave down 0.3 inches off of it. I believe Malekreza might sell modified top hats, but I'm not 100% certain.
