Resonated Exhaust Tips: What Do They Do?

I see some exhausts (like the Akra's and BMW M Performance) have resonated exhausts tips while others (like the Dinan) do not.

Exactly what do resonated exhaust tips do? Do they change the sound?

If you were to remove the exhaust tips off of an Akra, would it change the sound significantly?

I have been told it is purely cosmetic.
