Rear parcel shelf anchor points

Been bugging me since I got the car, and can't find anything in the manual. What are they for? Can't imagine you'd want to strap anything down on the shelf. Rear blind maybe? But they seem too big for that.

I hate not being able to tint my windows! If I tint them when I go for inspection it has to be off or my car will fail...If it doesnt come from the factory tinted I fail
