Are these forged?

If not then they are a lot of money, plenty of choice for alloy wheels at £3000-4000 mark

The Volk wheels are forged according to the website, Volks have a very good rep in the US and Japan I believe.

Yes, Volk are forged, and made in Japan, best quality wheels in my opinion.
