Do January lease rates come out the 1st or the 5th?
My car should be ready for pickup just before the end of the year, but was wondering if it is worth waiting until the 1st of January to see if the rates improve. I know that the Holiday credits are good until 1/4 so I'm thinking that maybe the lease rates won't change until the 5th as well. Any insight would be awesome!

Since all the current offers expire on the 4th, it is fair to assume that January "begins" for dealers on the 5th, which is when new lease rates would come out. Dealers will be closed on the 1st, and new rates don't happen on the weekends.

Does this mean that the holiday credit can be used up till the 4th for taking delivery or does that expire on Thurs the 31st?

Yes, you should also be able to go onto BMW's website and look at the lease offers.
In the "more info" you can see the residual for 10k miles. The only missing part would be MF but that doesn't change very often.
