F15 PHEV Tax credits

Are there any federal tax credits for the F15 PHEV? Also, for the Californians out there are there any state rebates on this car. I can't seem to get a straight answer from anyone and have tried searching to no avail.

I've heard the determination on this won't happen until December. Not sure why.
