P142e error code

Hey guys car is displaying engine code p142e (only code) . When car is accelerated there is a lack of boost. After a search in the Web there is no consensus of what it may be. Some say it's the fuel pump while others say it's a vacuum leak. The car obviously feels like it's lacking power but idle is not rough nor are there any weird noises from the engine. Car also turns on quickly. The hpfp was changed once but considering all the problems with the hpfp can't doubt it's the same thing. Anyone have an opinion on what it may be? Btw car is salvage not sure if dealer will cover the cost to fix fuel pump, if that's the issue, under the extended warranty.
