Passenger restraint system malfunction.. Clock spring?

Hello, new to the forum. I've done tons of research on this site about this and tried many of suggestions.

Quick synopsis-
The air bag light on the dash and the passenger restraint system malfunction error is on constantly. Took the car to BMW as I was hoping it would be under the recall. They diagnosed it to be a faulty CLOCK SPRING.... After all my searching I haven't found another instance in which this has been the case.

What I've tried-
I removed the battery and affirmed everything was connected properly.
Checked all the connections under the seat and made sure nothing was obstructing the seat.

I have not done anything to the steering wheel yet.

Any insight on what else I could try? Could it be the clock spring?

Is it possible I could have fixed it but the light/error on the idrive can only be cleared by BMW/ proper tool?
