of course they do (most of the time)!
And it is the value that is safe for them to send it to auction and not lose a penny if it does not go off their lot within X days

I won't give my contact info to them, but I'm guessing my 07 328i with 112k miles would fetch ~8k on a trade.

I'm thinking Black Book is based on auctions, which is how a dealer sees your trade. Often, they sell it at an auction.

If you were in the used car biz, with people coming to you (them knowing what issues their car has and you not knowing), you'd bid low too.

funny thing is, people will receive this info from a dealer and...instead of saying "thank you for this information, I'm leaving now", they'll plead, express indignation, or some other form of outrage. That's when they know they've got you.

Why would you expect them to use anything but wholesale value? They don't have to buy your car at all and anytime they want a used car, they can buy it at an auto auction where the pricing is wholesale. In short, they have no reason at all to pay retail for any car.
