X5 Seat Belts

The front passenger seat belt won't retract on my 2000 X5. Is this difficult to repair myself? Is this likely to be a safety issue which should be addressed by the dealer at BMW's cost?

I didn't get any responses to my post but I did on X5 World. Using the advice received I was able to remove the trim piece on the door pillar and access the seatbelt mechanism. I found the belt was twisted and fairly easy to untangle. It works fine now.
