Help with Bumper damage question

Posted this in New England thread too, but this forum is much more active.

I came out of my apartment building a few weeks ago and noticed someone had hit my car in the parking lot. Its not too bad just scraped up, I ran my hand across the damage and its basically just paint, nothing broken or cracked.

My question is, how much do you think something like this would take to be repaired (painted) and does anyone have a good shop recommendation south of Boston?

I was planning on waiting to do anything until after the winter

I can't tell if the paint is gone and the damage is down to the back plastic of the bumper or if that is just tire rubber rubbed off on the bumper.
I would try to clean up the damaged part with some bug/tar remover to find out exactly what kind of damage it is.
I have cleaned small spots of paint transfer from minor accidents by rubbing the spot lightly with 0000 steel wool using liquid cleaner wax as a lubricant. Then, polish the area with whatever you've been using.
If the damage goes down to the black plastic of the bumper, you'll have to get a professional re-paint.
