Air 'After' Filter?

What the hell is that after filter in the air box? I went to change my air filter with a top notch filter (brand not worth arguing about) and found that wierd filter after the main filter. I didnt want to go prying and break something, so though I would check here first.

Thoughts? Bust it out and chuck it? Has a purpose that requires it stay?

Carbon filter to catch pollutants. Many people, myself included, have surgically removed it.

don't tear it while it's in the car, lol, its full of carbon that will get sucked into your motor.
