On-Board Diagnostic (OBD) test result

I had my state inspection done and on the report under the OBD test results, there’s a “Pin 16 Volts Check” on there. Is this the Voltage from the alternator? This test show 11.7
Is my voltage too low? I remember reading something on the voltage that it should be around 14. I checked last year’s test and it was at 14.4….or is this just some other test and no need to worry about???

Pin #16 on the DLC (Data Link Connector) is for your battery power. Without this, the scanner would not work. Your battery may need charging.

so its the battery and not the alternator? if the test is under 11 than inspection fail?

if its just the bettery, then i can sleep tonight since my battery is due for change anyways

the voltage on that pin is read in this case obviously with just the key on and not with the car running-thus the low reading. While 11.7 volts is low with the key on it doesnt signify a charging issue...id charge the battery or if its older replace it.
