anyone ever had this issue before or know why its doing it? both shifters shift up.

both shift up if you pull them. you can shift down by pushing either or with your thumb.

Previous BMW Models (MY2010 and below I think), the paddle shifters worked as pull-upshift and push-downshift. (sounds like this is what you're describing)

Since MY2011, the paddle shifters work the more standardized way, left-downshift and right-upshift.

I re-wired mine, now they work as they should.

Another option (albeit expensive) is to upgrade to the M3 wheel and add the M3 DCT paddles. Great M3 wheel feel with accurate 'click' feedback when shifting down (left) or up (right). Plug and play install.

Every car makers paddles are different in operation, so it sometimes is confusing, its seems logical that you were trying to shift it correctly, many track folks rewire the paddles to work as you intended.
