Ashtray Cover Exception?

How come some new 3 series have the ashtray covers, and some do not? Just recently, two new forum members posted pics. of their new car with the ashtray covers! But in other cars, they didn't have them... What's going on?

The smoker's package (ashtray and cover) was deleted and replace by the sunglass holder in 2009. Some early build 2009's still had the ashtray
