Anyone a member? Is it worth joining my local chapter for $59 per annum?

Never heard of it... what does your $59 get you?

I'm a member of the BMW Car Club of America, to me its well worth the $40US per year to receive their Roundel magazine.

wait a second, so do we have BMW roadside assistance program or we don't. As far as I know every new car comes with BMW roadside assistance. Is it not?

We do, but the club is, of course, for all BMW owners. So, if someone recently bought an older model, for example, they might want to pay for roadside assistance and they'd get a discount through the club.
