Faster with DSC off?

I read somewhere that the car can run faster with the DSC off. I thought that when the DSC is not engaged, it's irrelevant to the performance of the car. I'm confused.

Faster around a track, maybe. The DSC takes power off the road when the wheels spin, so you're putting less power down in fast cornering conditions, that's all.
