headlamp washer troubleshooting

First I read the manual to see how to use it, I pull back the lever when the headlight is on for a good 5 seconds, the headlamp washers don't seem to be spraying anything out. Is that the proper way to activate it? Hmmm, maybe I don't have it, how can I check if I have the cold package?

They turn on every 4th or 5th pull of the stalk to activate the washer, not based on how long you pull it for.
