2008+ X3 LCI Active Head Restraint retrofitted onto an older X3
Has anyone attempted this?
According to www.realoem.com the the P/Ns are only for X3 from 06/2008 on, but the P/Ns for the Seat Back and Basic Seat that the headrest goes into are the same for all year X3s. The pictures below are from an X3 with this production date 02/2008. Clearly showing that the Active Head Restraint was present on X3s before that 06/2008 Production Date.

EDIT: Here is a blow up of the active restraint headrest. It looks very complicated and I just learned to uninstall it is the same process as if you are removing an airbag as it is "somehow" connected to the SRS and Airbag system. However, installation on a car that did not come with this should be plug and use, but not plug and play. You should be able to use the head rest and manually adjust it but as those older cars are not equipped with the connectors going to the airbags/SRS system you will not get the "active" safety features as you would on a car that the headrest originally came with. Unless you get a retrofit SRS connectors and connect it to your car's SRS system then have the dealership flash it to your car.
