Configuration OBD Tool

Does anybody know if there is a system (obd cable + tools) that allows to goes to the calculator parameters. For example to change what is possible to change in the calculators (ex : phone number of SOS button or whatever ??)

I know that we can find some obd II tools to make diagnosis, but i'm wondering if we can not find tools that allows to change parameters ?
