2014 328i N20 Wastegate Issues

So, I need some help. My wastegate opens and closes when I first start my car. But it won’t open under boost pressure, I replaced my cut-off valve, all of the engine fuses (because it’s impossible to find an in depth diagram.) It’s overboosting to about 40psi as well. I cannot figure out the cause of it. I don’t have any engine codes, and I don’t think it’s the wastegate actuator or the wastegate itself because it still opens and closes when the car is first started. I’m running FBO, GFB DV+ spacer, and a stage 2 agg tune from bm3. Can anyone help me diagnose and fix?

Edit: I have the electronic wastegate

I would tune back to stock and see if there is a change. Then replace the electronic wastegate, then remove the GFB valve.

I did read that there is a process to adjust the electronic wastegate when a new one is installed.
