Somehow,some way the upper latch bolts have completely let go inside the hatch and are buried inside the vinyl cover which is the only thing securing the latch. Any ideas?

embarrassed to say i dont know how to post photo- the hatch lock metal loop that goes into closer at base is totally loose as if bolts fell out...

Remove the upper tail gate trim, it's just clipped on. Then remove the left and right trim around the window, clipped on. You may need to inspect the large hatch trim piece for screws or covers with screws under it. Then get a trim tool and get under it and pipe off all the clips.
