Nooblet question

Got a bit of a n00b question guys... I was looking at my VC the other day while changing some vacuum lines. I noticed some holes (don't really know how else to describe them) that seemed odd to me. I wanted to know if this is normal or if it's missing something. Clearly the oil is not supposed to be there, (I already have a new VCG, but the guy I bought the car from had just changed the oil so it seemed a waste to open it up and drain it with brand new oil in it. (I will be changing all of the oil gaskets)



First time trying to embed an image so let me know if it doesn't work.

edit: image wasn't embedding so I attached it instead.
