So what is efficient dynamics exactly

Can't find any details about this only marketing blabla.

What does eco and eco+ mode do? The guage cluster is trying to convince me this is an electric car and that I'm running on electric.

All I can tell is it seems to be working. Gas mileage looking good.

You could say it's BMW's spin on increasing fuel economy, aka, marketing.

What you're seeing on the tachometer is regenerative braking using the alternator. When you take your foot off the gas or apply the brakes, the alternator starts charging. This means that the battery is by definition, kept in a partially discharged state, unlike traditional systems, where the alternator maintains the battery in a charged state.

There are problems with this scheme. It has been reported that battery lifetime is severely reduced because depending on how you drive, the battery may never get properly charged. There was a service bulletin for twin-turbo V8 engines to change the battery every oil change.

I can confirm that this is probably true for the B46 engine also. I put a charger on my X2 and I was surprised at how much current it took, indicating the battery was not charged.
