Okay, technical question and I don't wear the right propeller on my head.
I have a 2017 230 on order and it should be here in about 10-12 days. I know that the new motor uses water to cool the air in the turbo chargers and it's gains are relatively small. My question is, how is the motor affected with regards to character? IOW's, do these changes/improvements allow for more torque lower in the rev range, what is the advantage to my overall driving enjoyment?
I'm just curious and hopefully someone will know as this place is full of people much smarter than me.

First of all, there is only one twin-scroll turbocharger on the B48 engine...same as the B58 and the N20/26 and N55. The "stand-alone" water cooler for the turbo separates the cooling load from the rest of the engine, and it has its own electric water pump. It cools the turbo itself, which will reduce the temperature of the air leaving the turbo and heading for the main air-to-air intercooler. This has more to do with efficiency than performance, so very likely there is no significant effect - aside from the fact that the B48 has a higher horsepower/torque rating than the N20/N26 it replaces. All of BMW's turbo engines create very high torque beginning around 1200 RPM, so that is not unique to this engine.

Thanks, small jump in power compared to the M235. I wonder if throttle response is better/improved over the 2016.

Probably not much - throttle mapping is more aggressive in Sport mode than in Comfort, but it may not be that noticeable.
