There is a school of thought that says this is to advise emergency services of the fact there's a little kid in the mangled wreck should the car be involved in an accident.

However given that there's every chance there isn't a baby on board on that particular journey and the driver didn't remove the sticker then it could cause more harm than good if the fireman risked his life looking for a sprog that wasn't there.

So yes, what's it for!
