Can a UK Police helicopter alone prosecute you for speeding?

During a drive on my favourite local road this afternoon I pulled over for a quick break after my 3rd run down the road. As I got out of the car I noticed a police helicopter hovering above - How long had that been there! I looked up at it and 20 seconds later it flew off. I drove home obeying the speed limits, not encountering any police cars/bikes on route.

This got me thinking, can a police helicopter (video footage) alone prosecute you for speeding? (Let's assume the road has no street lights or VASCAR dots for fixed point reference) + I assume laser or radar detectors would not work on thus not be fitted to helicopters.

All thoughts most welcome - cheers

Cheers guys - I assume the M57 & M62 have VASCAR markings at some point (or at least street lights for a fixed point of distance reference ) so assume the helicopter estimated his speed that way:
"Officers filmed the car from above and worked out Mahmoon was travelling at an average speed of between 144mph and 165mph – though police believe he could have been travelling faster at one point."

+ He was chased and finally pulled over by a ground unit so they would have evidence of the speed via a calibrated speedo & video.

Hopefully you'll have no dramas. Drive safely though...I'd hate to see an M4 in the best colour combination taken off the roads(!)
