That's a titanium cover, which wouldn't match the aluminium trim on cars in North America.

you only get the trim on the steering wheel if you go for the titanium trim

Yeah, but note:

"Titanium" trim is cheap plastic, feels ugly. Its stock in europe!
We get the aluminium trim for about € 300 extra here

Yes, You are hearing right. Titanium trim is stock in the 325i in Canada and Aluminum trim is stock in the 330i.
Would also like to get my hands on the steering wheel plate.

If that is the case why don't the steering wheels on the 325i come with that piece on it. Do you have to special order it or is it an option?
