Very true but some newcomers are trying. Check out Gallant's new album that in parts sounds a lot like that older stuff. I also like dvsn and Majid Jordan that I'd put under R&an but they're still diff. That older R&B was unfortunately replaced by new age pop-ish stuff like Frank Ocean, Chris Brown, Weeknd, Miguel etc (who are good in their own rights but just not what the genre used to be).
