Can this remove CEL? Kinda the only thing holding me back from just getting a full flash.

A tuning box cannot remove a CEL because it's not directly re-writing the ECU, just adding to it. A full flash re-writes the coding and if you were to get a CEL you can plug in something it to remove it, but a tuning box (i.e. a piggyback) is separate from the ECU.
