AB 1824 -- Fine for loud vehicle exhausts
Drivers in a vehicle or motorcycle with an excessively loud exhaust will be fined. Previously, they would have been cited with a “fix-it” ticket.


It is illegal to have any modified exhaust and stock exhaust louder than 95dB in California now!

its an infraction, Ill just pay the fine and keep my loud exhaust. Frankly the fix it ticket would be more expensive since you have to go the Marshall or Sheriff's office to provide proof. That would have required removal and then oem install and of course reinstall of your modded parts afterwards.

I used to hate getting tinted window tickets (here in Cali) cause they were fix it tickets with a 25 dollar fine AND proof of correction. Instead Id pay the 100 all in fine and not fix it. Ill do the same for th exhaust ticket, if I get one. Its not a moving violation so it wont affect my record.

Being a Motor Officer in SOCAL I can tell you exhaust noise complaints have been on the rise for several years. They come into City Hall and funnel down to the PD for investigation.

The only thing my department received was a notice to make the violation not correctable. If a vehicle has a the catalytic converter removed when a full exhaust is installed then the driver will be cited for emission violation and the vehicle will need to be inspected at a referee station. This will also apply to down pipes and cold air intakes unless they have a C.A.R.B. number attached to the component.

Driver's can the roll the dice with paying the fine and not fixing the violation but they run the risk of then being cited for the same violation again and failure to comply after being notified. I have also seen the fines increased when the courts see multiple citations for the same violation.

Exhaust laws have always applied to both cars and motorcycles, so yes it will apply to loud Harley's.

You will find there are many of us in law enforcement that are car enthusiasts and as such own performance vehicles.

Good info.... how will you/the officer determine if the cats are out? Is there a tool to pass the sniff test? I have cats on all my cars but all have some exhaust mod. And none are remotely as loud as those Harleys; well my R8 is quite a shrieker but when I was pulled over recently, the officer just assumed it was stock because the sound fits the car(s).

This is just going to hurt manufacturers like BMW. If stock exhaust isn't loud enough, and they make it illegal to mod the exhaust, buyers that care about exhaust noise are going to look to Mercedes or all just drive around in GT3s.

I always do a visual inspection unless the car is so low to the ground you can not see. Inspection mirrors have been used in the past. Also when the cats are removed the smell of sulfur will be present. Being on a motorcycle and being behind a vehicle you get to smell everything the car is blowing out the tail pipes. Also training and experience comes into play. Almost all exhaust manufactures have their name on the exhaust tips. In this day and age with the use of smart phones one can get all the information they need to see the configuration of the exhaust. A quick search now showed me the entire under carriage of an M5 (F90) stock and modified exhaust system.

I take the spirit of the law approach over the letter of the law with most loud exhaust. When I had my F80 several years ago I received a traffic complaint of a loud M4 exhaust at 0530 hours as the vehicle was leaving for work. I sat down the street and as the vehicle exited its driveway and accelerated towards my location the M4 was setting off vehicle alarms. I stopped the vehicle and noticed the M4 had an IPE exhaust and the driver attempted to tell me it was stock and it came that way from the factory. I told him I owned a F80 (M3) and the exhaust was not stock. I even looked under the M4 and saw the cats and resonator had been removed. I advised the driver per CVC 27156(f) I could order the vehicle out of service and have him park the M4 back in his driveway for missing the required smog device. He also could have been cited for CVC 27156(b) for altered emission devices and that would have required a mandatory referee inspection. With this particular M4 owner no citation was issued and I was never called back to that area for a exhaust complaint after out initial contact.

Funny thing is when I went to a street racing school (for vehicle code violations) back in 2007 time frame and did a follow up training back in 2014, we discussed the JDM (Honda, Acura, and Nissan) segment which at the time frame was experiencing an excessive amount of street racing.

I am going to say almost all exhaust manufactures have a clause stating the exhaust they sell is intended for off road use or race track use only.

It is becoming a quality of life issue, citizens are contacting the city council about vehicles with loud exhausts. It gets the City Managers attention and Mayors attention. I have attended council meetings and HOA meetings to address vehicle related questions and every time the question is asked what can be done with these loud exhaust systems on vehicles. I can see how this escalated to the state level and our elected officials decided to change the loud exhaust section to not being a correctable violation.

Before I retired from the Marine Corps in 2004, I was stationed at Quantico and lived in Fredericksburg from 1990 - 1997. I had California plates since I purchased the vehicle new while stationed at Camp Pendleton. The sole purpose of the traffic stop was due to my exhaust system. He stated I removed the cat and I advised him the location of cat on the exhaust system. He had me pull my vehicle into a parking lot and he looked under the car and once he saw the cat that ended our contact.

So there is enforcement back in that neck of the woods for exhaust violations. It gives me chance to catch up with some of my Marine buddies that now work for the VSP (Virginia State Police) and Stafford Sheriff's office to see what type of approach they are taking.

This is the stupidest law I have heard of. I mean I understand no rear plates and tinted windows but exhaust noise??
How will they even enforce that with valved options?
I get a few fix it tickets every month which I'm ok with since I have front tints and no plates however this is just gonna be a waste of time for officers that will

I am from California and hope to move back there in the next 2 years. been gone since 2010. No doubt that harley davidsons will get to run around freely with the king of all douchery exhausts.

The state has completely going to sh***t with the idiots they have running it. Especially the new governor.

It will be the U.S.'s first socialist state before we know it. already on the way there!

I hope I won't see you when I am around SD area.

But, since I got you here, let me ask you question.
Yesterday I went to my dentist driving my G30 540i with BMW MPE.
2 blocks away into my dentist, I saw a local PD trying to catch up to me.
I pulled in into my dentist's parking lot, he followed me into the parking lot seconds later and staring at me while I am walking into the dentist office.

How do I argue with him or with the court when in fact that it is BMW M Performance parts that they sell legally in California?
