What is this part and why is it so hot to touch?

I recently had my front windshield replaced due to rock damage, and when I got it back, the housing around the rearview mirror area was rattling. I noticed some broken clips in the car so I figured they just botched putting the cover back on. I took it off and found a different piece was rattling. I outlined it in red. But it's very hot to touch. Just curious what it is. Something to do with a safety feature like lane departure? I guess that's why the housing has vents in it. I'll take it to the dealer obviously, but was just curious.

i think that's the de-icer for one of the forward looking cameras.

be careful in there - there's a thread on the F97 forum where the member tried to self resolve a rattle, broke a clip, fitted some foam to quiet it down and then the camera failed or something and they blamed him. (also apparently you might not be able to buy the clips).

Some of the clips are bonded directly to the windshield. If they break, you need a new windshield.
