I put the following into my lease calculator:
MSRP: $118,000
Selling Price: $109,750
Residual: 60%
Sales Tax Rate: 6.4% ($7,000/$109,750)

I'm getting a payment of $1,470 at the MF buy rate of .00166 (3.98%). To get to a payment of $1,691, the MF has to be marked-up to .00281 (6.745%). Over the life of the lease they're making about $7,955 of the $8,250 discount back. Not a good deal at all in my opinion if my calculations are correct.
You can only mark up the rate .00040 points

I got the same $1,470 payment you did. It's probably a combination of MF with something else they've thrown into the price of the car.

I think the discount is decent but there's something we're missing here.

Car prob has a ton of accessories that are marked up. Residuals cannot be adjusted. Something doesn't sound right with the calculations.

$1547 plus tax ?

Nope, my number includes tax. I agree, something's not right.

Dealer confirmed they are marking up the MF by .00040. Said they are discounting the MSRP to where there is $0 dealer profit, so the only profit is on the MF rate. That monthly rate of $1691 includes no money down (other than first months payment)...and also includes the sales tax in Texas of 6.25% Dealer said if they remove the .00040 MF markup, the monthly rate goes down by $75/month.

The big kicker you mentioned is paying sales tax on the entire vehicle price. Most states will only deal with paying the leased amount...

Yep, that's leasing in Texas. And then if you buy it at the end of the lease? You get taxed again. BMW offers something called "owner's choice" to help mitigate that, but I have not researched it.

If memory serves, you pay 1 big upfront lease payment at time of delivery (as opposed to monthly payments over the life of the lease)...and when doing so, BMW covers that sales tax on the lease.
