Painting : better color intensity, glow and finishing touch. More colour options.
Powder Coating : probably /usually more solid. But I heard of cracks around the valves. Some observed orange peel.
Of course experience is necessary for both.
As said, personally I would choose for painting. Looks so much better if wel done.
