I believe what I am going to say was mentioned by someone here before. When the car is newly assembled, there is a possibility of certain parts or areas not properly assembled or installed properly though this is highly unlikely. By setting a recommended rpm and speed, this is to minimise causing extensive damage if there are indeed parts or areas which was incorrectly installed or assembled.
For example certain parts or gears require to be aligned properly during assembly, during assembly the gears wasn't installed and/or aligned correctly, by restricting the vehicle's engine speed, damage is minimised.
At least this is what I think. In today's day and age, engineering tolerances are so tight, breaking in rituals are more of a formality rather than a necessity.
