Since I helped tool and develop the product, I can answer that question....

The forgings were made first for the std E90/92 which need to be 8.5 and 9.5. Then, when the M3 came out, the decision was made to use the same forging but made a special offset for the M3. Otherwise, AT would have had to tool another blank for the 9 front and 10.5 rear, only for use on the M3 rear, and based on estimated sales numbers, that would not have been cost effective.
