There is no prohibition against multiple vehicles sharing a lane on a state level in CA. This is why lane splitting is legal for motorcycles (lane sharing).

Same should apply for bicycles. Though, as with any other vehicle, if you are holding up 5 or more vehicles, you are required to pull over and let faster traffic pass.

As for OP, I wonder what the odds are that he was using a turn signal. Scofflaw or not, most people don't want to be made into roadkill.
