As said before YOU CAN BUY PARTS AND DO WHATEVER YOU WANT WITH THEM. If you want - you can even make coffee table from them. Dealership won't have problem selling them apart.
However in official install instructions you have it written down to fit both parts together and then proceed with coding car.
You can officially install front splitter without rear PRO spoiler. But you shouldn't install rear pro spoiler without front splitter.
What I also wrote - you can just buy parts and install them yourself in garage. No one will forbid you to. It's just not going to be along with official instructions
