Not sure if different in the US, but the only difference it makes in the UK when you subscribe to the monthly in-car data package is that you get to connect your phone/devices to the car's wifi and use the internet. Thats it.
Any other feature that you have paid for on the Connected Drive store (online music for example) will still work, even without taking the monthly data subscription.
