sorry my post from earlier didn't go through. i was able to flash it...on note 8, stock 7.1 rom, with developer options off on ebay kdcan cable at 85% charge.
are you at least at 80% battery? are you able to connect to the dme with the cable, such as reading codes using the app?
maybe try uninstalling and reinstall the app.
