On what? Why to use wheel cleaner? Or how it is different than ph neutral soap?

I'm not saying YOU should use it. Many people don't need to if they have coated wheels and carbon ceramics.

But it is much better at attacking brake pad material than Normal soaps. It's also great at washing exhaust tips.

YouTube is a much better place to educate yourself on car detailing specifics. I am no expert outside my own experience and research.
