Don't assume that regulations that apply to current model year cars will also be applied to a classic car. There are tens thousands of '60s American muscle cars in Texas right now that couldn't even come close to passing current safety specs, yet they're perfectly legal to drive. Of course, if the car is subject to inspection it'll have to pass in order for you to maintain a current title and registration. Check with the authorities to see what that inspection will entail, for the particular car you're talking about.
Yes - 34 years old. I know there are some exemptions, but most of my reading regarding headlights indicates the exemptions are mostly for vehicles much older.
