I have the latest iOS 13.2.x and the iPhone 11 Pro Max and CarPlay is working for me just fine. I did have LTE issues when I had the iPhone 10 XS Max’s modem’s not being as good as the new iPhone (which is the only reason I upgraded - I was quite happy with the the XS Max).
Perhaps in the area that’s I live in is getting better connectivity (East Orlando) - connectivity has been better. I can now actually stream music (live) without having to download it directly on my cell device.
