Not always open! They open only on load and throttle input.
In sport and sport+ immediately when you touch the throttle, in efficient you really have to go WOT and high revs to have them open fully.
In 4th gear and over 3K rpm, they tend to close again if you don't go fully WOT. While cruising they are always closed until you WOT it again.
