Portable battery jumpers often don't have enough juice to start a car, especially if you haven't kept it on AC to keep it charged.
If you haven't done anything else already, you should call a tow company and ask them to try to jump it w/their truck. If the engine turns over and starts, the problem is "just" the battery which needs to be charged or replaced. If the engine still doesn't turn over (or turns over and doesn't start), the problem is probably with the battery and "something else" (not necessarily the starter) and you need to tow the car to a shop to get the problem analyzed and fixed.
