As far as pure turbos go, it would have been a lot better and easier sell if they turned it up all the way to show what it actually can do, than lower it to whatever numbers customer feels comfortable with.

There's something to take away from same day, same dyno, same fuel... but Mustang vs Dynojet, different day, etc. renders any pure numbers comparison moot in my opinion.
Finally, I have no doubt an ECU tune will ultimately return the best performance gains. However, if that's important to you, determining which one to go for on the numbers alone posted by the vendor isn't gonna reveal the truth, they're at best an indication of its ballpark. If we assume two stock F90s are roughly comparable then obtaining each vendor's all-wheel gains relative to their stock pull on any dyno is likely the most realistic indication beyond sticking 'em side-by-side on a dragstrip.
