They might be able to pass the emissions tests, but they could not be imported. There are many more differences between EU and US/CA models than emissions. For instance, the airbags (esp passenger) are different, the lights are different, EU has the CA TPMS warning system rather than in-wheel monitors and radio unit, etc.
