The issue isn't safety systems. Most new cars already have what I consider to be "new driver mode" with blind spot monitoring, lane assist, and backup sensors/cameras.

Parenting is the issue. My first vehicle was decently powerful, but I never got a ticket because I was afraid of what would happen if I did. You can put all the safety nannies on cars you want, kids will still find a way to do something dumb if they want to.
