That's correct, and if you're buying rather than leasing, it reduces the car's value just like any other damage and repair would.
My last ED was damaged in transit. It too hung at the VPC for weeks until I finally called customer service at the NA HQ. The next day, the dealer called me and told me what happened. The VPC did a perfect job repairing the car and they even replaced a wheel that I had rashed on my trip. But the damage and repair is now part of the car's permenent record in BMW's system and that's not good for my trade-in value.
